As Development Director for Fundraising, Dr. R. James Cook, USA (Ret), is responsible for the strategy, planning, management, and execution of fundraising efforts for both The MOAA Foundation and the MOAA Scholarship Fund. He is charged for raising funds through the creation, cultivation, and maintenance of relationships, stewardship of present program donors, and management of the major donor portfolios and program grants.

Additionally, James manages an endowment program and all program assessment processes to ensure objectives are met and assists in new program development as needed.
