VA beneficiaries can access their Certificate of Eligibility (COE), sometimes called a “home loan letter,” via the VA: Health and Benefits mobile app, the department announced March 5.

A COE shows a prospective lender that the bearer qualifies for a VA home loan program. It does not guarantee a loan – other requirements from the VA and the lender must be met – but it is a requirement to begin the loan process.

VA beneficiaries with an active COE will be able to view their certificate in the app, which also allows them to review health records and appointment schedules, connect with VA health providers, check claim status or submit claim materials, and access other VA resources.

Beneficiaries cannot use the app to request a COE, but can do so online at VA.gov – sign-in is required. Applications can be made via regular mail by filling out VA Form 26-1880 and mailing to the address listed on the form.

Lenders also may be able to assist with obtaining a COE. Questions? Call the VA at (877) 827-3702.

Unfamiliar with the COE process? Some quick points to know:

  • Eligibility requirements vary based on service type and time. Visit the VA website to find out whether you are eligible; if you do not meet the established criteria, you may qualify under certain exceptions, to include hardship discharges or a service-connected disability.

  • Proof of eligibility for a VA loan varies by status. Visit the VA website to find out what paperwork your application will require.

  • Surviving spouses who receive certain types of Disability and Indemnity Compensation (DIC), or meet other conditions, may also qualify. Learn more about the surviving spouse COE application process.

  • VA loan options are not limited to purchasing a new home. Find out more about programs that can reduce mortgage payments or offer other refinancing options.

  • The VA home loan funding fee – a percentage of the overall loan – is waived for veterans who have a disability rating of at least 10%. That rating must be noted on the COE.

  • The COE also will show the amount of a beneficiary’s VA home loan guaranty entitlement. Learn more about VA home loan limits.
