The Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act marked a major legislative victory — one forged through years of advocacy by MOAA and more than 40 other veterans service organizations (VSOs).
This sweeping bipartisan law, made up of more than 90 individual pieces of legislation developed throughout the 118th Congress, provides significant relief to veterans and their families by expanding benefits, improving long-term care options, and enhancing support for caregivers.
But the work did not end when the legislation became law. Since its Jan. 2 enactment, MOAA and other VSOs have been tracking the Dole Act’s implementation to ensure this landmark law delivers on its promises — especially for veterans and their caregivers.

One example: VA’s Veterans Health Administration (VHA) National Center for Healthcare Advancement and Partnerships (HAP) has begun implementing a Dole Act provision directing the VA to develop a process for recognizing organizations and individuals who provide no-cost assistance to veterans, caregivers, and family members navigating the complex array of VHA programs and services.
As part of the implementation, HAP is engaging with VSOs and stakeholders to gather insights and expertise. While MOAA does not offer direct navigation services, we continue to provide guidance through our online caregiver guide (in partnership with the Elizabeth Dole Foundation) and MOAA staff assistance across the entire organization.
MOAA welcomes VA’s outreach and will continue monitoring progress to ensure the resulting framework reflects the law’s intent and protects those seeking help.

It is especially fitting to highlight this life-changing law during the month of May — the Month of the Military Caregiver. This national observance honors the vital role caregivers play in the lives of wounded, ill, and injured servicemembers and veterans.
The Dole Act represents one of the most comprehensive reforms to veterans’ health care in recent years. Its successful implementation will require ongoing oversight, engagement from the veteran community, and support from members like you.
