Col. Carlos Perez Jr., USA (Ret), joined MOAA in 2026 as its Chief Financial Officer. He provides leadership and coordination in the administrative, business planning, accounting, finance, and budgeting work of the association. He is responsible for strategic and operational leadership of all financial and fiscal management aspects of the Association’s operations, including its subsidiary, MOAA Charities.
Carlos is an Army veteran and non-profit executive committed to the well-being of veterans and their families. His leadership and executive experience include principal at The MITRE Corporation, financial advisor at the Knights of Columbus, and chief financial officer at the American Armed Forces Mutual Aid Association (AAFMAA), now Armed Forces Mutual. A veteran of over 26 years who served as an engineer officer, his time in uniform included operational deployments to Bosnia, Iraq, and Afghanistan.
Carlos holds a bachelor's degree in economics from the U.S. Military Academy at West Point, N.Y.; an MBA from Stanford University, and a master's in national resource strategy from The Eisenhower School. His professional designations include the Certified Financial Planner® certification; the NASAA Series 65 (Uniform Investment Adviser Law Examination); the Fellow, Life Management Institute (FLMI) designation; and the Associate, Insurance Regulatory Compliance (AIRC) designation. He also holds Health, Life and Annuities Producer licenses in Virginia and Maryland.
Carlos and his wife, Tricia, have four adult children and live in Northern Virginia.
