Lt. Col. Philip Hicks, USAF (Ret)

Philip Hicks is a Defense Threat Reduction Agency (DTRA) Senior Utilities Specialist of Centreville, Va.-based Parsons Corporation, a digitally enabled solutions provider in the defense, intelligence, and critical infrastructure markets.

 

Phil retired from the Air Force after 21 years where he worked as a Civil Engineer responsible for planning, programming, design, construction, operations, maintenance, and disposal of global installation facilities and infrastructure. He joined Jacobs in 2014 conducting business development functions for pursuit of intelligence community contracts in Northern Virginia. He also performed as a Department of State Overseas Building Operations project manager leading the designs and construction contract documents for embassies, consulates, and diplomatic residences in Europe. 

 

Phil then worked as Capture Lead at Electric Power Research Institute (EPRI) to grow their Department of Defense (DoD) efforts. Phil has served the Coastal District Vice President for DBi Services providing highway construction and maintenance with offices in Baltimore, Chesapeake, Richmond, and Waynesboro. He has served in his current role with both Red Gate Group and Parsons. As a Senior Utilities Specialist, Phil assesses utilities such as electrical power and cooling to critical DoD command, control, and communications.

 

Phil was the 1993 Air Force Reserve Officer Training Corps Distinguished Graduate from the University of Florida, where he received a Bachelor of Science in Electrical Engineering. He received his Engineer-In-Training in 1994 in New Mexico. Phil was selected by the Air Force Institute of Technology Civilian Institution Program in 1998 to attend the University of Alabama in Huntsville where he received a Master of Science in Engineering focused on Engineering Management. 

 

Phil became a registered professional engineer (PE) in Alabama in 2013 and received reciprocity in Virginia in 2014. He received his Project Management Professional in 2017. Phil became a certified DTRA Utilities Specialist in 2019.
