Cmdr. Francis Bertulfo, USPHS

Cmdr. Francis Bertulfo is a supervisory information technology (IT) specialist at the Office of Information Management and Technology (OIMT) of the Food and Drug Administration (FDA). He is assigned to support the Center for Food Safety and Applied Nutrition (CFSAN), where he is responsible for the development and operational management for over 30 systems within the Center’s IT portfolio. He earned Bachelor of Science and Master of Science degrees in Management Information Systems from the University of South Florida.

 

He began his career at the rank of lieutenant junior grade with the USPHS Commissioned Corps in 2006 as an IT/Communications Officer with the Office of the Assistant Secretary for Preparedness and Response (ASPR), under the Department of Health and Human Services (DHHS). In this capacity, he oversaw the transformation and modernization of IT deployment caches, the Secretary’s Operations Center and the DHHS Continuity of Operations alternate facility.

 

In 2009, Bertulfo transitioned to supporting the Defense Health Agency (DHA) under the DoD. His first duty station at DHA was with the Office of the Chief Information Officer, where he oversaw the health care imaging and radiology IT program. Shortly after managing the program, he served as the Executive Officer for the Chief Information Officer (CIO), assisting with development of IT policy and oversight of a $700 million-plus IT budget across the agency. In 2011, Bertulfo began serving as the Assistant Director of Technology for the Vision Center of Excellence of the Navy Bureau of Medicine and Surgery before leaving in 2014 to join the FDA.

 

He is committed to supporting all servicemembers. Prior to membership at MOAA, he was an active member with the National Association for Uniformed Services (NAUS). Prior the association’s integration with NAUS, he was part of the Board of Directors and served on the NAUS Finance Committee and NAUS Audit Committee.
