Sec. 401 - End Strength.   Similar provisions to House 401-403, except as provided in Sec. 402 below.

Sec. 402 - Repeal of minimum end strength requirements.   Repeal section 691 of Title 10 establishing minimum end strength requirements to levels necessary to support two major regional contingencies.

Sec. 553 - Posthumous award of Purple Heart .   Require SecDef to award Purple Heart to members who die while in captivity or die due to injury or illness incurred while in captivity to next-of-kin.   Next of kin must apply for award for deaths prior to enactment.

Impact Aid:   Provide $30M to schools comprised of at least 20% military dependents. Provide $10M for schools that experience significant negative or positive shifts in military dependent attendance due to force structure changes.  

Transition from Military to Civilian Schools:

SecDef and SecEduc to work to ease transition of military dependents from military to civilian schools.   Authority to expire 9/30/2011.

Sec. 571 - Continuation of assistance to local schools.   - Similar provision, except authorize $50M and $15M, respectively.  

Sec. 572 - Compromise adopted of $35M and $10M respectively.   Senate transition provision adopted. (authority contained in sec. 573)

Sec. 572 - Impact aid for children with severe disabilities.   Authorize $5M aid for elementary and secondary schools with severely disabled children of military members.

Sec. 624 - Senate provision adopted except excludes administrators or instructors of JROTC programs from bonus.  

Sec. 618 - Force Shaping Authorities.   Similar voluntary separation provision, except extend authority until 12/31/12 and increase maximum amount to four times the full amount of separation pay for a member of the same grade and YOS who is involuntarily separated.  

Selective early retirement :   Authorize selective early retirement or discharge of up to 30% of officers in each eligible grade (vs. 30% of competitive category) during period from 10/1/06 to 12/31/2012.

Sec. 622 - Voluntary separation authority.   Remove prohibition set in FY06 NDAA against participation of enlisted personnel and officers with 12-20 years of service.   Extend temporary authority for voluntary separations by one year to 12/31/09.

Sec. 664 - Limitation on recovery of pay for overpayment purposes.   No more than 20% of a servicemember's pay may be garnished during a single pay period for recoupment of overpayments paid through no fault of the member.   Provide a 90-day grace period before recovery can begin for members who are wounded, injured or ill as a result of combat or while in a combat zone.

Sec.   594 - Commission on the Guard and Reserve.   Extend commission by 6 mos with report to Congress by 3/1/07 on HR 5200 (JCS participation), whether the Chief of the NGB should hold grade of general, and DoD's process to fund and equip the Guard.

Sec. 709 - Expanded eligibility of Selected Reserve members under TRICARE.   Provide TRICARE Standard coverage for all members of the SELRES and dependents at a premium that is 28% of SecDef-determined cost.   FEHBP-eligibles excluded. Repeal the three tiered cost share TRICARE program for reserves established by the FY2006 NDAA.   Eff. 10/1/07.

Sec. 932 - Expanded Authority of Chief of the NGB and Expanded Functions of the NGB.  Chief, NGB is 4-star advisor to SecDef and CJCS; NGB is joint activity of DoD vs Army and AF.

Sec. 589 - Revision in contributions to Medicare-Eligible Retiree Health Care Fund. Similar provision but also c larifies   Congressional intent and directs that no annual accrual payment required by Chapter 56 should be charged, credited, or classified in any budget formulation, budget functional classification or scoring of mandatory or discretionary spending against the Department of Defense.

Sec. 604 - Prohibition of requiring injured members to pay for meals at MTFs.   Extend for one year the prohibition of requiring payment for MTF meals by a servicemember getting continuous care, including outpatient care, for an injury or illness incurred in OIF/OEF.

Sec. 616 - Increase in accession bonus for certain health care officials.   Increase, from $30K to $200K, the accession bonus for dental officers and authorize a new $400K accession bonus for medical officers and dental specialists in critically short wartime specialties.   Must remain on active duty for 4 consecutive years to be eligible.

Sec. 711 - DoD task force on future of military health care.   R equire SecDef to establish a task force w/in 90 days after enactment to assess future and recommend ways to improve and sustain system over long term. Task force shall include-

  • at least one member from Medical Departments of USA, USN, and USAF;
  • equal numbers from DoD and non-DoD;
  • at least one from the Institute of Medicine;
  • at least one Defense Business Board; and
  • at least one MSO/VSO representative who has experience in health care.  

Report due 12 months after appointment.   SecDef to develop plan based on task force recommendations NLT 6 mos after receipt.

Sec. 711 - House provision adopted except directs study to look at the utility of a universal enrollment fee.   Task force must include a member from health information technology and women's health.   Report due NLT 5/31/07.
