Commissioned through the ROTC program in 1964, COL Bowen earned his undergraduate and graduate business degrees from Arkansas State University. He saw combat in the Dominican Republic in 1965 and during two tours of duty in Vietnam and completed the Army's Ranger, Pathfinder, and Jumpmaster courses. In more than 25 years service, he held command and staff positions in airborne, light, and mechanized infantry at the platoon, company, battalion, division, and corps levels. After retiring from active duty, he served as under secretary for memorial affairs in the U.S. Department of Veterans Affairs, securing significant operational budget increases to accommodate the increasing burial needs of veterans and their family members. He has served as president of the Northeast Arkansas Chapter of MOAA and president of the Arkansas Council of Chapters. He resides in Jonesboro, Ark.
