Good
communication is a hallmark of an effective council or chapter; it
is the glue that holds our system together. That’s why the staff in
the Council and Chapters Affairs Department at MOAA headquarters
takes time every year to recognize the councils and chapters that do
an outstanding job communicating with their members via printed
