In passing their different versions of the FY17 Defense Authorization Bill (H.R. 4909 and S. 2943, respectively), the House and Senate included hundreds of differing provisions on issues from force levels and pay changes to health care and survivor benefits.
Following detailed analysis of both bills, MOAA and the other military and veterans association members of The Military Coalition sent a July 14 letter to House and Senate Armed Services Committee leaders outlining our recommendations to resolve the two bills' differences.
The letter highlighted six topics for special emphasis: force levels, uniform benefits, the military pay raise, housing allowances, TRICARE reform, and survivor benefits.
Attached to the letter was a matrix of nearly 100 issues affecting the military community on which the House and Senate proposed different changes, with a Coalition recommendation for each.
