Speed served 26 years in the U.S. Navy as a line officer and human resources professional, with extensive experience in military personnel policy and manpower planning, recruiting, and joint intelligence. Her wide range of command and staff assignments included the operations staff at TOPGUN, intelligence planner on the Joint Staff, and command of Navy Recruiting District Houston, Texas. She retired in November 2006 following her last assignment as the director, Office of Women's Policy, where she was the Navy's principal policy expert, senior advisor, advocate, and administrator on all policy matters related to 54,000 U.S. Navy women worldwide.

Speed, a native of Maine, and holds a Bachelor of Arts from the University of New Hampshire, a Master of Arts in counseling from the University of Maine, and Master of Arts in national security and strategic studies from the Naval Command and Staff College.
