Col. Rogers earned his Bachelor of Arts from the University of North Carolina at Chapel Hill and was commissioned though the ROTC program at Duke University.

He holds a master's degree in contract management from Florida Institute of Technology. During his 25 years of active duty, he has held a variety of staff and leadership positions supporting U.S. Army medical operations and facilities, including deployments to Saudi Arabia, Somalia, Korea, and Kuwait. He currently is serving at the military deputy for the Army Contracting Command, Aberdeen Proving Grounds Contracting Center.
