Homeowners Assistance Program

The American Recovery and Reinvestment Act of 2009 expanded the Homeowner Assistance Program (HAP) to provide financial aid to disability retirees of the armed forces (30-percent or greater disability) who incur a wound, injury, or illness in the line of duty during a deployment in support of the armed forces on or after Sept. 11, 2001, and who have an “upside-down” mortgage (one that exceeds the value of the home).

Eligibility:

Wounded, Injured, or Ill members of the armed forces – A member of the armed forces in medical transition who:

    • incurred a wound, injury, or illness in the line of duty during a deployment in support of the armed forces on or after Sept. 11, 2001;
    • is rated 30-percent or more disabled as a result of such wound, injury, or illness;
    • is reassigned to further medical treatment or rehabilitation or because of medical retirement in connection with such disability; and
    • needs to sell his or her primary residence (for example, to be closer to a hospital or to work more accommodating to the disability).
    • In addition, the home for which HAP benefits are being requested must have been the member’s primary residence at the time of injury or illness.
